Each of your stitch welds may caused spot hardening as the weldment rapidly cools, an unintentional 'air quench'. To avoid this:preheat both the flat & the round to 300*F,

In addition to improvement of mechanical properties, the cold rolling produces steel plate/sheet of the desired physical dimensions.
C1045 is a silicon killed medium carbon steel. Higher carbon content imparts increased strength over low carbon steels, such as C1018. Response to heat treatment is excellent, and the resultant mechanical properties can be obtained to permit wide usage in the production of machinery parts and shafts.
